French President Emmanuel Macron said Tuesday that Venezuelan President Nicolas Maduro had created a "dictatorship" that was battling to survive in the face of deadly street protests.
"A dictatorship is trying to survive at an unprecedented humanitarian cost, even though the resources of the country remain significant," Macron told a meeting of ambassadors.
