US computing giant IBM and the municipality of Targu-Mures on Wednesday signed an agreement on the construction of a center of excellence in the central Romanian city. The agreement stipulates that Romanian researchers coming from universities in the Transylvania region will attend post-graduate courses in IBM centers around the world. They will then be employed by the center in Targu Mures. IBM researchers will meet Romanian professors and local authorities to decide on the activities and the funding of the site. The center is part of a strategy called \"Digital Mures\" aimed at setting up a \"scientific, research and medical IT city,\" the Romanian government said.
