Increasing the capacity of research, development and innovation is the highlight of the strategic plan of the Ministry of Higher Education And Scientific Research as issued by the Ministry under the guidance of Sheikh Hamdan Bin Mubarak Al Nahyan, Minister of Higher Education And Scientific Research, for the period 2014-2016. The plan includes all administrative services in accordance with standards of quality, efficiency and transparency, and raising the effectiveness of higher education in the U.A.E., fostering opportunities for citizens to attend the best universities abroad in accordance with the needs of the labour market, and to strengthen the capacity of scientific research, development and innovation in accordance with global competitive level standards. This comes in order to achieve the Ministry's vision in higher education leadership and global competitiveness in scientific research for the U.A.E., which is in line with the Ministry's mission to contribute to the achievement of the knowledge society and the development of higher education and scientific research in the state, through management of scholarships for citizens efficiently to serve the requirements of the development of society, and the organisation of work of higher education institutions and ensure the quality of output. The Ministry has identified the values used like impartiality, equality, respect and fairness in dealing with both internal and external customers, in addition to transparency and credibility, which come through the provision of accurate information about systems and procedures for the provision of services, and allowing anyone to look at the general policies of the Ministry. The Ministry stressed its commitment to act as a responsible institution in the community, participating in various community activities, development and continuous improvement through the implementation of a culture of innovation and excellence in the work environment, and it added commitment and loyalty to the institution by applying internal and external regulations and laws, teamwork and collaboration to develop and improve work systems.
