US President Donald Trump is set to meet with the British and Israeli prime ministers, Theresa May and Benjamin Netanyahu, as well as Rwandan President Paul Kagame in Davos later this week, the White House said Tuesday. 

Trump will meet May Thursday to address the Syria conflict, Iran's "destabilizing" behavior, and the North Korean nuclear threat, National Security Advisor H.R. McMaster told reporters.

On Friday, the day Trump is to address the World Economic Forum, he will also meet Kagame for talks on trade and reaffirming the US-Africa relationship, McMaster said.

The S&P 500 and Nasdaq added to records Tuesday, with technology shares leading the way following strong earnings from Netflix.

The tech-rich Nasdaq ended at a record for the third straight session, gaining 0.7 percent to reach 7,460.29 at the closing bell.

The broad-based S&P 500 also finished at a the third straight all-time high, gaining 0.2 percent to 2,839.28. But the Dow Jones Industrial Average dropped a hair to 26,211.02.

Venezuela's President Nicolas Maduro said Tuesday that he is ready to run for a second term if he is nominated by his ruling Socialist Party.

"I am a humble worker, a humble man of the people. If the United Socialist Party of Venezuela... believes that I should be the presidential candidate... I'm at your service," Maduro, 55, told reporters before addressing a rally in Caracas.

Maduro, who has yet to formally be nominated by the party, was speaking hours after the ruling Constituent Assembly voted to bring forward presidential elections to the first quarter of 2018, from the end of the year.

President Donald Trump is expected to express American unease over a Turkish cross-border offensive into Syria, in a call scheduled with counterpart Recep Tayyip Erdogan, a US official said Tuesday.

"They are likely to talk soon," said a senior US administration official, confirming reports of a Trump-Erdogan call set for Wednesday.

The US is urging restraint from Ankara after the Turkish military hit Kurdish militias that had aided the American-led fight against the Islamic State group.

US President Donald Trump said Tuesday he believed the talks with Canada and Mexico on the North American Free Trade Agreement, which have just resumed, were "moving along pretty well."

"I happen to be of the opinion that if it does not work out, we will terminate it, but I think they are doing pretty well (…) so we'll see how it all works out," Trump said in the Oval Office.

The US Senate overcame days of acrimonious feuding on Monday to pass a temporary spending bill aimed at ending a three-day government shutdown.

The measure funding federal operations until February 8 easily passed by a vote of 81 to 18, after Democrats won assurances from Republicans on addressing the fate of hundreds of thousands of young immigrants facing possible deportation from early March.

The spending measure now heads to the House of Representatives, where Republican leaders have said it has enough support to pass, before being sent to the White House for President Donald Trump's signature.

US lawmakers broke their deadlock to end the three-day government shutdown and send Wall Street to fresh records on Monday as all three major stock indices reached new all-time highs.

The blue-chip Dow Jones Industrial Average gained 0.5 percent, to close the session at 26,209.21.

The broader S&P 500 jumped an even stronger 0.8 percent to land at 2,832.98, while the tech-heavy Nasdaq sailed nearly a full percentage point higher to settle at 7,408.03.

A Turkish soldier was killed as the country pressed its offensive against Kurdish militia targets in northern Syria, the army said, confirming the operation's first Turkish fatality on its third day.

"One of our heroic soldiers was martyred during clashes" with Kurdish militants from the People's Protection Units (YPG) militia southeast of the Turkish border town of Gulbaba in Kilis, the Turkish military said in a statement.

US President Donald Trump will travel to Davos as planned this week for a meeting of elites from the worlds of politics and business, after the Senate reached a compromise deal to end a government shutdown, the White House said Monday.

"If all things go as expected this afternoon with the re-opening of the government, which we expect they will, the president's delegation leaves tomorrow and the president will continue on his trip later in the week," Press Secretary Sarah Sanders told reporters.

Trump is expected to address the World Economic Forum in the Swiss Alpine resort and hold a series of bilateral meetings on the sidelines of the summit, including with British Prime Minister Theresa May.

Eurozone finance ministers approved another 6.7 billion euros ($8.2 billion) in bailout cash for Greece on Monday, after Athens pushed through controversial reforms that drew strikes and protests.

The US Senate's top Democrat said Monday his party has reached a deal with majority Republicans on a funding bill to end a partial shutdown of federal government, now in its third day.

"After several discussions, offers, counteroffers, the Republican leader and I have come to an arrangement," Senator Chuck Schumer told the Senate ahead of a key vote.

"We will vote today to reopen the government to continue negotiating a global agreement" on the fate of hundreds of thousands of immigrants brought to the country as children who are soon to lose their protection from deportation, Schumer said.

US Vice President Mike Pence's speech to Israel's parliament Monday, reaffirming Jerusalem as Israel's capital, was "messianic" and a "gift to extremists," a top Palestinian official said.

"The messianic discourse of Pence is a gift to extremists and has proven that the US administration is part of the problem rather than the solution," Saeb Erekat, secretary general of the Palestine Liberation Organisation, said on Twitter.

"His message to the rest of the world is clear: Violate international law and resolutions and the US will reward you."

Ousted Catalan leader Carles Puigdemont on Monday vowed to form a new government despite "threats" from the central government in Madrid, after a Spanish judge refused to re-issue a European warrant for his arrest. 

Speaking at a debate on Catalonia at the University of Copenhagen, Puigdemont said: "We will not surrender to authoritarianism despite Madrid's threats."

"Soon we will form a new government... it's time to end their oppression and find a political solution for Catalonia," he added.

Global economies are recovering simultaneously and at a stronger than expected pace, and will get at least a short-term boost from the US tax cuts, the International Monetary Fund said Monday.

The latest update of the IMF's World Economic Outlook (WEO) revised the global growth forecast to 3.9 percent this year and next, two-tenths higher than the previous estimate in October.

However, the fund warns that exuberant financial markets could be due for a reversal.

US Vice President Mike Pence swore Monday in an address to the Israeli parliament never to allow Iran to develop a nuclear weapon.

Israeli Arab lawmakers were ejected from parliament on Monday as they stood to protest a speech from the rostrum by US Vice President Mike Pence.

Members of the Joint List coalition of Arab parties had pledged to boycott the Pence speech in protest at a December 6 decision by US President Donald Trump to recognise Jerusalem as Israel's capital.

A number of parliamentarians began shouting and holding up protest signs at the beginning of Pence's speech, before ushers pushed them out.

Palestinian leader Mahmud Abbas on Monday urged EU member states to "swiftly" grant official recognition to the state of Palestine as he arrived to meet foreign ministers from the bloc in Brussels.

"We truly consider the European Union as a true partner and friend, and therefore we call its member states to swiftly recognise the state of Palestine and we confirm that there is no contradiction between recognition and the resumption of negotiations," Abbas told reporters.

The Kurdish force in northern Syria on Monday said Turkey's operation against it in Afrin amounted to supporting the Islamic State jihadist group and urged its Western allies to act.

Russian Foreign Minister Sergei Lavrov on Monday accused Washington of stoking separatist sentiment among Syria's Kurds, as Turkey pressed an offensive against US-backed Kurdish militia in northern Syria.

Turkish air raids killed eight civilians on Sunday in the northern Syrian enclave of Afrin, according to a war monitor and a spokesman for the Kurdish forces that control the area.

The Britain-based Syrian Observatory for Human Rights said the dead, who included at least one child, were killed in air strikes on the village of Jalbara.

"Eight civilians were killed in missile strikes on a chicken farm where they were living," said Birusk Hasakeh, a spokesman for the Kurdish People's Protection Units (YPG) in Afrin, blaming Turkish warplanes.

At least 18 people including 14 foreigners were killed in a bloody Taliban-claimed assault on a luxury hotel in Kabul, an interior ministry spokesman said Sunday, hours after the overnight attack ended.

"Fourteen foreigners were killed and four Afghans," interior ministry spokesman Najib Danish told Afghanistan's Tolo News, without specifying the nationalities involved. 

Ukrainian officials have already said at least one Ukrainian is among the dead.

Spain wants ex-Catalan leader Carles Puigdemont arrested if he travels to Denmark for a university debate from his Belgian exile, the Spanish prosecution service said Sunday.

The prosecution service said it would "immediately" have a supreme court judge issue an arrest warrant for the secessionist leader, sacked by Madrid after the Catalan parliament declared independence on October 27, and urge Denmark to hand him over.

One Syrian refugee was killed and 32 people were wounded Sunday in rocket fire on a Turkish town close to the Syrian border, a local official said, a day after the Turkish army began a new operation against Kurdish militia in Syria.

Turkish President Recep Tayyip Erdogan warned of a "heavy price" Sunday for protests against his government's military operation targeting Syrian Kurdish militia, after the pro-Kurdish Peoples' Democratic Party (HDP) called on people to take to the streets.

"Some HDP representatives are calling on my Kurdish citizens to get out into the squares. Until now, not many people have come out," Erdogan said in the northwestern province of Bursa, where the . "But let me say this here... Do not even think about it! There will be a heavy price to pay by those who respond to this call."
