North and South Korea's foreign ministers met on the sidelines of a regional forum in Manila, the South's Yonhap news agency reported Monday, citing an official from Seoul's foreign ministry.
At a brief encounter ahead of an ASEAN Regional Forum dinner on Sunday, the South's foreign minister urged the North to accept its proposals of dialogue, Yonhap said, but her Northern counterpart retorted that Seoul's offers "lacked sincerity".
